Context engineering: The foundation for trusted agentic AI

A global bank deploys an AI agent to support quarterly financial close and regulatory reporting. The agent retrieves balance sheets, calls reconciliation workflows, updates reporting systems and prepares draft submissions. It operates quickly and confidently.

But there’s a problem.

It pulls draft data from one region. It applies the wrong jurisdictional risk definition. It initiates a workflow before approval state validation is complete.

The model is accurate. The execution is unsafe. This situation shows why enterprise agents fail without engineered context, even when the models work. 

In highly regulated industries, failures like this are not minor defects. They can lead to audit findings, regulatory exposure, financial misstatements and reputational damage.

As AI moves from conversation to execution, the challenge fundamentally changes. The question is no longer whether the model generated a strong answer. The question is whether the agent can act safely—observably and within enterprise policy.

Agentic AI changes the architecture

The IBM CEO study on generative AI adoption surveyed 2,000 CEOs across 24 industries and 33 countries. The study found that only 25% of AI initiatives have delivered expected ROI and just 16% have scaled enterprise wide. The primary barriers aren’t technical. They’re governance, data integration and trust. Those concerns intensify with agentic systems.

Agentic AI operates through continuous control loops: observing, reasoning, acting through callable enterprise capabilities, evaluating outcomes and repeating. Each step depends on governed access to data and enforceable policy boundaries. But unlike traditional analytics systems, there is no human in the loop to catch errors before they propagate.

When execution becomes autonomous, governance must operate at runtime. Access controls, approval states, jurisdictional constraints and policy rules must shape action proactively. In agentic architectures, data and workflows must be exposed through governed, machine-callable interfaces, not just human-facing dashboards.

Equally important, context includes the rules that determine whether an agent is allowed to act.

Traditional semantic layers were built to inform humans by standardizing metrics for analysts and simplifying queries for reporting. They were not designed to govern autonomous execution across distributed systems.

Agentic AI requires a federated knowledge architecture. Enterprise data cannot simply be centralized into a single AI store. It resides across cloud environments, on-prem systems and regulated domains. Context must be engineered across that distributed landscape, so agents can access the right information while preserving lineage, access controls and compliance boundaries.

Federation is not a performance choice. It is a trust requirement. Enterprises increasingly need a unified, governed runtime context layer that agents can call into directly, with compliance and policy controls built in.

This represents a new category of enterprise capability: context as infrastructure.

Context engineering: Designing for execution integrity

If context is the constraint, context engineering is the discipline that resolves it.

Context engineering defines how agents discover and access federated data, how they interface with enterprise capabilities through governed APIs and connectors and how governance policies are enforced at runtime. It means that an agent checks approval state before triggering a workflow, not after. 

Context engineering helps to ensure that lineage and provenance persist across multi-step execution so that every action remains observable, auditable and steerable. Enterprises must be able to inspect, intervene and redirect agents in motion.

Without standardized mechanisms for context, teams end up with brittle, ad hoc pipelines that cannot support autonomous execution at scale. This is infrastructure, not application logic: the mechanisms that govern agent access, policy enforcement and capability execution must be built into the platform itself, not re-created inside every application.
