Error description
Use of the Alternative Protocol Provider for Discovery and Failure Detection of a Server Core Group may cause multiple active-to-inactive-to-active changes in the reported server state when CPU usage approaches 100% during server startup. This is particularly likely when the optional IBM_CS_STACK_CHECK_INTERVAL_SECS property is set below the default value of 30 seconds. The volatility of server state change may cause an invalid server state to be reflected in the High Availability Manager component.

This is caused by assumed-status-missing notifications sent from the supporting Cross-System Coupling Facility (XCF) due to delay in status field updates during times of very high CPU usage. This situation is particularly likely during server startup.
Problem conclusion
Use of the Status Field Monitoring function in Cross-System Coupling Facility (XCF) has been removed from the Alternate Protocol Provider for core groups. Accordingly, the property IBM_CS_STACK_CHECK_INTERVAL_SECS is no longer applicable to use of the Alternative Protocol Provider. Discovery and Failure is supported by the Group Services function in XCF, which provides notification whenever a group member address space ABENDS, is shut down, or otherwise terminates. References to this custom property will be removed from the topics "Core group discovery and failure detection protocols," "Discovery and failure detection settings," and "Selecting an alternate protocol provider for a core group." APAR PK71960 is currently targeted for inclusion in Service Level (Fix Pack) 7.0.0.1 of WebSphere Application Server V7.0 for z/OS.
