Error description
The WS-I Basic Profile V2.0 specification indicates that a SOAP 1.2 message should not have a SOAPAction HTTP Header. Here is the rule from the specification: R2761 A SENDER SHOULD NOT include the SOAPAction HTTP header.

Here is the rule from the specification: R2761 A SENDER SHOULD NOT include the SOAPAction HTTP header. The information that is normally contained within the SOAPAction HTTP header can be found in the Content-Type action parameter or in a Web Service Addressing (WSA) SOAP Header.
Problem conclusion
The JAX-WS runtime was not obeying the R2761 rule. The JAX-WS runtime transport layer is changed to detect that an outgoing message is SOAP 1.2 and prevent the SOAPAction HTTP header from being sent. If a customer would like the JAX-WS runtime to ignore this rule and send the SOAPAction header, then the following JVM property must be set to true.
