Error description

On Demand Configuration (ODC) incorrectly handles process
restarts which take less than 2 minutes.

After a non-clean process shutdown (for example, kill -9), if
the process is restarted in less than 2.5 minutes, the On
Demand Configuration component will treat the restarted
process as if it is still the old process which experienced a
network outage and has returned.  This behavior results in new
information provided by the restarted process being ignored by
other ODC processes in the cell, which can lead to incorrect
routing behavior.

Problem conclusion

Logic has been added to ODC to distinguish a quick process
restart from a short network outage so that the restarted
process will be treated as new and updates it provides will be
processed correctly.

The fix for this APAR is currently targeted for inclusion in
fix packs 6.0.2.37, 6.1.0.27 and 7.0.0.7. Please refer to the
