On February 11, 2021, all IBM Cloud Databases for PostgreSQL instances on version 9.5 that are still active will be disabled.
Users are expected to either be on PostgreSQL version 9.6 or get the latest preferred version of IBM Cloud Databases for PostgreSQL with all the great features that have been added in versions 10, 11, and 12.
To upgrade to the latest PostgreSQL version, you do not have to upgrade your database through the proceeding major versions. You can upgrade your PostgreSQL 9.5 database straight to PostgreSQL 12.
Upgrading your database
Customers can upgrade their database via Read Replicas for a low-downtime upgrade solution or choose to use backup/restore.

We recommend customers use the Read Replica method for lower impact and its ability to allow you to dry-run the upgrade.
