Problem

Deleting a user profile which owns a monitor:
The best way to accomplish deleting a user who owns a monitor is to change the owner and restart the monitor server. 
If the message monitor is started after the monitor server is started, the owner of a monitor cannot be deleted.  It doesn't matter what status the message monitor is in. The owner only can be deleted after the monitor server is stopped.
If the message monitor is not started after the monitor server is started, or the monitor server is stopped, then the owner can be deleted.  In this case, the message monitor will not work (cannot be started) after the user profile is deleted.  The owner of the monitor needs to be changed for the monitor to work again.
Disabled user profile owning a monitor:
If the message monitor is started after the monitor server is started, disabling the owner will NOT affect the message monitor and the monitor can be successfully started, triggered, stopped, edited, or deleted. However, restarting the monitor server causes the monitor to not work.  The user profile needs to be enabled when the monitor is started.
Disabling the owner if the message monitor is not started after the monitor server is started (or if the monitor server is stopped), also causes the message monitor to not work (it cannot be started).
Changing owner of monitor :
Changing the owner of a monitor does not require restarting of the monitor server.  The monitor itself should be restarted. 
If the monitor is in started status and the owner is changed, the monitor will be restarted automatically for the change owner to take effect.
If the monitor is in stopped status, it will need to be started manually after changing the owner (for the owner change to take effect).
Changing the owner of a monitor - from a deleted or disabled user profile:
For a nonworking message monitor whose owner is deleted or disabled, edit and save the properties to change the owner to the current user. Then the monitor can be started, triggered, stopped, edited, and deleted again running under the current user.
