Vodafone Idea and IBM Consulting embed governed AI into software engineering to improve productivity, quality and speed.
For many organizations, the challenge with generative AI is no longer proving its potential—it’s scaling it across the enterprise while maintaining governance, consistency and business value. That challenge is especially complex in telecommunications, where thousands of software changes support critical customer experiences every day.
As organizations begin embedding AI into software engineering, they must also address data sovereignty requirements to ensure that sensitive source code, engineering assets and enterprise data remain protected during AI inferencing.
Vodafone Idea, one of India’s leading telecommunications providers, manages more than 150 applications supporting continuous releases across customer, network and enterprise systems. As demand for faster digital services increased, disconnected software development processes, duplicated engineering effort and fragmented knowledge sharing limited productivity and slowed innovation. The company needed a new engineering model—one that could embed AI into everyday software delivery, accelerate development without compromising governance, address data sovereignty requirements for confidential enterprise data, and create a repeatable foundation for enterprise-wide AI adoption.
As AI became central to enterprise innovation, Vodafone Idea recognized that realizing its value required more than deploying AI tools—it required embedding AI into the way software is built and delivered. Building on an 18-year strategic relationship, Vodafone Idea partnered with IBM Consulting to establish an AI-first engineering model powered by IBM® Consulting® Advantage (ICA). Instead of introducing AI as a standalone capability, ICA was integrated across the software development lifecycle—from business analysis and architecture to development, testing, deployment and production support—helping engineering teams automate repetitive work, augment decision-making and accelerate delivery while maintaining governance and consistency.
To address data sovereignty requirements, the solution uses a hybrid AI architecture. Use cases involving sensitive enterprise information—such as source code and confidential documents— leverage an India-based third-party LLM service, helping keep sensitive data within the required governance boundaries during AI inferencing. For other engineering scenarios, additional foundation models are used where appropriate, balancing governance with AI-driven innovation.
The transformation introduced more than 120 role-based ICA assistants supporting activities such as API design, code generation, testing, deployment validation and production issue analysis. IBM Consulting also established a governed, reusable assistant ecosystem that enables AI capabilities to be developed, validated and scaled consistently across engineering teams. To accelerate adoption and co-innovation, Vodafone Idea and IBM Consulting hosted a GenAI Hackathon, generating 138 AI-powered engineering use cases, many of which have been evolved into enterprise-ready assets. Together, these initiatives created a scalable AI-enabled engineering model that improves productivity, strengthens software quality and positions Vodafone Idea to expand AI adoption across its technology organization.
Today, Vodafone Idea has transformed software engineering from fragmented delivery processes into a structured, AI-enabled operating model. IBM Consulting Advantage (ICA) Platform has been embedded across engineering workflows, enabling teams to accelerate software delivery, automate repetitive tasks and improve knowledge reuse and while maintaining governance.
The initiative has improved productivity by 25–30%, accelerated go-to-market time by 25–30%, and embedded 120+ AI assistants across software delivery. Approximately 55% of IT process steps are now infused with generative AI, with a roadmap to exceed 80% as adoption expands.
More importantly, Vodafone Idea has established a repeatable model for industrializing AI—moving beyond isolated pilots to enterprise-wide execution. By balancing AI innovation with governance and data sovereignty, the company has created a scalable and trusted foundation for enterprise AI adoption.
