Troubleshooting SocketTimeoutException received when running repotools-jts GenerateURLMappings

Problem

Socket timeout persists after the timeout settings are already increased per the following technote:

Symptom

Repotools-jts -generateURLMappings fails with error 'java.net.SocketTimeoutException' or 'Internal Server Error' even after the timeout is increased.
repotools-jts_generateURLMappings.log:
  • 2016-12-13 07:30:30,912 CRJAZ2233I The server at https://jtsserver:9443/jts/urlMappingInformation is being contacted to collect URL information.
