APAR Error Description / Circumvention

Exit programs for the QIBM_QWC_PRERESTRICT exit point need to
indicate whether the system is allowed to go to restricted
state.  If SI73869 is not applied, or if an exception occurs,
QMRDBPRER may skip setting that flag.  As a result, the system
may be prevented from going to restricted state.  This may cause
other subsequent problems, depending on why going to restricted
state was requested.

CORRECTION FOR APAR SE74596 :
-----------------------------
A PTF will be created for QMRDBPRER so that it always indicates
going to restricted state is allowed.

CIRCUMVENTION FOR APAR SE74596 :
--------------------------------
This problem may be circumvented by removing QSYS/QMRDBPRER *PGM
or moving it to another library.  Applying this PTF will load a
new version with the fix.  While QMRDBPRER is removed, Db2
Mirror automatic role swaps might not be performed as the
primary node enters restricted state.
