APAR Error Description / Circumvention

In a circumstance where a system library in the IASP had an
owner other than QSYS, it is possible that following a vary off
and vary back on, the vary on of the IASP may fail with
MSGCPFB8ED RC3, followed by MSGCPFB8E5.

CPFB8ED - Device description &1 not correct for operation.
CPFB8E5 - Vary Configuration or Reclaim Storage detected a
problem.

CORRECTION FOR APAR SE71316 :
-----------------------------
Program QLICSLIB was changed so that the CPFB8ED error will not
occur when the system library's owner is changed.

SPECIAL INSTRUCTIONS FOR SUPERSEDED PTF SI67501 :

This immediate PTF needs to be temporarily applied BEFORE the system is
IPLed.  If you are installing this PTF with other PTFs, select apply
type *IMMDLY to apply immediate PTFs prior to the IPL.  The remaining
PTFs will be applied during the next unattended IPL.

Program QLICLNUP, included in this PTF, is called early in the IPL
before PTFs are installed.
