APAR Error Description / Circumvention

Upon vary on of IASP, ENDSBS *ALL *IMMED was issued. Vary on
status showed context rebuild for 20+ hours and increasing,
however, it was not progressing.

CORRECTION FOR APAR SE61914 :
-----------------------------
The operating system code now checks to see whether the IASP is
active before attempting to change the state -- this fixes the
problem where RCLSTG would fail out in Step 7 (the cleanup step)
since the IASP was already active.
