Incorrect output in the DSPASPSTS panel for a vary -- times in
certain steps missing

Incorrect output on DSPASPSTS if an ASP had never been varied
on.

Fail to display DSPASPSTS panel if an IASP was created with a
differing devd name and resource name.

CORRECTION FOR APAR SE61560 :

proper times listed for fields in DSPASPSTS panel
correct output in DSPASPSTS panel for an ASP that has never been
varied on.
DSPASPSTS panel works for IASP with differing devd name and
resource name.
