APAR Error Description / Circumvention

Double quotes are not displayed correctly when querying SQL
catalogs on Turkish systems (catalogs are ccsid 1026).     Users
who query the catalogs see an umlaut U instead of  "  for any
names delimited with double quotes.

Double quotes in the catalogs are always stored as ccsid 37
(x'7F') regardless of what ccsid the catalogs are tagged.

CCSID 1026 code point for a  "  is x'FC'.
CCSID 37 code point for  "  is x'7F'.

CCSID 1026 code point for an umlaut U is x'7F'.
CCSID 37 code point for an umlaut U is x'FC'.

No ccsid conversion is done when populating the catalogs.  The
double quote is stored as x'7F' and tagged as ccsid 1026.  This
is why Turkish users see an umlaut U instead of  "  for any
names delimited with double quotes.

CORRECTION FOR APAR SE59865 :
-----------------------------
New ccsid 61175 is provided for Turkish users which is exactly
the same as ccsid 1026 except the code points for the  "  and
the umlaut U are reversed.   The QDBCXRC api (Change Cross
Reference CCSID) can be used to tag the catalogs with this new
ccsid.   The catalog view fields will remain ccsid 1026.   This
allows users who query the catalog to see the correct value for
a double quote regardless of their job ccsid.

To enable this support, perform the following actions:

CHGJOB CCSID(61175)
CALL QDBCXRC PARM(x'0000EEF7' x'0000000000000000')
CALL QSQSYSIBM FORCE
CHGJOB CCSID(1026)  <-- or change to the ccsid you normally use

The following restrictions apply to this support:
1) CCSID 61175 should only be used to tag the cross reference
files using the QDBCXRC api.  You should not use 61175 as a job
ccsid.
2) Names with imbedded double quotes are not supported.
3) This new support only applies to the catalogs.   Green screen
interfaces such as menus and messages may still display the
double quote as an umlaut U.
4) When using this support via green screen interfaces, ensure
you are using the correct host code page setting (for example
the Session settings in IBM Personal Communications) to ensure
you see the double quote value correctly.  Your session setting
should match your job ccsid.

Also note this new support can be used for all Turkish ccsids -
1026, 905 and 1155.
