APAR Error Description / Circumvention

Qvnadaem will need to impersonate QAS400NT to gain enough domain
authority to create users in Active Directory if the server is a
member server or BDC, wherein QAS400NT is a user account already
existing on Active Directory, which has full domain and
administrator authorities. But if the server is PDC, then it's
not necessary to impersonate QAS400NT anymore because it already
has the domain authority, and besides, PDC possibly won't allow
to visit its own resources by a redundant and unnecessary
impersonate operation, thus it will fail and also cause all user
enrollment status fail.

CORRECTION FOR APAR SE55286 :
-----------------------------
Add a comparison to tell if the current server is a PDC, if so
then don't run the QAS400NT impersonate operations.
