APAR Error Description / Circumvention

Delays in router task waiting for a lock that is held by a job
that is sending a large buffer of TLS data.

CORRECTION FOR APAR MA49318 :
-----------------------------
The System TLS send processing was updated so that the lock is
not held for an extended period of time allowing the router task
to obtain the lock and process incoming packets.
