CORRECTION FOR APAR MA48952 :
-----------------------------
On a system running with the QDBFSTCCOL system value set to
*SYSTEM, statistic requests that were submitted by users are
blocked but saved on a queue in the hopes that the system value
will later be changed to allow those requests to run.

Eventually, though, the statistics engine sees that the total
number of queued requests has reached a limit, and this prevents
*SYSTEM requests from running as well. Code will be changed so
that the blocked *USER requests will not prevent the *SYSTEM
requests from running.
