APAR Error Description / Circumvention

Currently the default code path for IASP vary off and quiesce is
to use multi threaded code.  There is a single threaded path
that can be used if enabled.  We will provide a native macro
that allows the users to select which path is used.

CORRECTION FOR APAR MA48604 :
-----------------------------
Running the native macro singlethreadtoggle will toggle the
default algorithm used when varying off IASPs.  Since the
default algorithm is the multi threaded algorithm, running the
macro once will set the default algorithm to the single threaded
algorithm.  Running it a second time will set the default
algorithm to the multi threaded algorithm.  The macro will state
which algorithm is being set as the default algorithm.
