APAR Error Description / Circumvention

-------------------------------------------------
Dynamic partition and processor configuration changes are
handled with a client-server model in LIC.  For a specific
set of changes identified below, a race condition exists
between the client(s) and server that can cause the server
task (TDCONFIGCTLTASK) to loop, consuming processor capacity.
Once the server task is looping, subsequent requests made by
clients will not be serviced, and will hang or time-out.
Recovery from the looping condition requires a partition IPL.

The impacted configuration actions include:

- Change in processor multi-tasking mode (via QPRCMLTTSK
system value)
- Change in SMT context (via QWCCHGPR API)
- Change in entitled processor units (typically via HMC)
- Change in active virtual processors (typically via HMC)

CORRECTION FOR APAR 'MA48005' :

The race condition is handled properly, resolving the defect.

This PTF can be loaded and applied independently from Power FW
fixes that have been created to address the Spectre and Meltdown
vulnerabilities, but both IBM i PTFs and available Power FW fixes
are required to mitigate vulnerabilities.
