APAR Error Description / Circumvention

-----------------------------------------------
After a Dynamic Logical Partitioning add (DLPAR-add) of a
device, the device fails.  The problem is much more likely when
multiple devices are added at the same time and then removed,
multiple times.  It is also more likely if devices are NOT added
and removed in exactly the same order every time.

CORRECTION FOR APAR MA47837 :
-----------------------------
Because adapters may be in a failed state when the are
DLPAR-removed, old interrupts are cleared when a device is later
DLPAR-added, when the device is guaranteed to be operational.
Starting with Power9 servers, such interrupts may already be
assigned to another device when the original device is
DLPAR-added again.  If that happens, interrupts will suddenly
stop working on that other device.

System interrupts are now relinquished when a device is
DLPAR-removed.  Interrupts are still cleared in the adapter
itself when it is later DLPAR-added.

CIRCUMVENTION FOR APAR MA47837 :
--------------------------------
Without this fix, the problem will be much less likely if only
one device is DLPAR-added to a partition at a time, removing it
before adding any other devices.  If multiple devices need to be
added at the same time, the problem is less likely if devices
are always added in the same order and then removed in the
opposite order, e.g. add-1, add-2, add-3, remove-3, remove-2,
remove-1.
