APAR Error Description / Circumvention

If a USB optical device is disconnected from the partition or
powered off while there is an outstanding operation at the
device, the partition may terminate if the outstanding operation
is later returned for a hardware resource no longer associated
with a device driver.

CORRECTION FOR APAR 'MA46280' :
-------------------------------
Apply this fix to change the device driver to wait for
operations to be returned in all cases. An IOP IPL may recover
the device, but if the operation is truly lost, the target
connection will not be able to be used without a scheduled
partition IPL.
