APAR Error Description / Circumvention

Varying on a tape drive too soon after assigning it to the
partition using the Integrated Virtualization Manager can result
in unpredictable behavior.
Retrying the vary on too soon after the initial failure may
result in a hang.

CORRECTION FOR APAR MA46031 :
-----------------------------
The problem occurs when tape I/O is done before the
virtualization layer recognizes the configuration change.  Apply
this fix to cause the device driver to recognize that
virtualization is not properly setup, and wait until the setup
completes.
