APAR Error Description / Circumvention

When a dlpar memory remove occurs it is necessary to make
repetitive calls to the hypervisor so they can verify that no
usage of the memory is occurring.  The code starts tasks to do
these calls, and these tasks can be disruptive to other tasks
that are running on different threads on the same processors.


CORRECTION FOR APAR MA45905 :
-----------------------------
To minimize the disruption to other tasks running in the system
we will have the dlpar memory remove tasks run in their own
workload capping group.

DESCRIPTION OF PROBLEM FIXED FOR APAR MA46030 :

A function is call during the install that is not available
during that time frame.

CORRECTION FOR APAR MA46030 :

The code will be correct to not call the function during the
install IPL.
