APAR Error Description / Circumvention

To support query optimization for I/O costing, an average read
response time value is computed for each DASD unit in a given
independent ASP.  These average read response times are archived
in a permanent segment as there is sufficient traffic to a given
unit.  If the traffic is low enough that no archival occurs,
then on a subsequent vary on, read traffic will be generated for
the initial average read response time computation; however,
these artificially generated values are not archived.  This
(re)calibration can cause a noticeable delay in a subsequent
independent ASP vary on, especially when a large numbers of
units exist.

CORRECTION FOR APAR MA45668 :
-----------------------------
The values that are artificially generated at independent ASP
vary on time will be archived in the permanent segment.  This
ensures that even if little read traffic is naturally generated
from the units while varied on, a subsequent vary on can seed
the average read response times from the archived values,
speeding up vary on processing.
