APAR Error Description / Circumvention

Slow performance during iASP Vary On in the Spool Init step when
large number of spooled files are present.
The System License Internal Code is checking RMSL lock status
unnecessarily during iASP Vary On.
CORRECTION FOR APAR MA45520 :
-----------------------------
The system licensed internal code has been changed to only
refresh the IASP lock information when necessary instead of at
every request.
