APAR Error Description / Circumvention

Principal change in this fix is to prepare for future function.

Also fixed is a problem causing a job hang when an I/O operation
is cancelled while the request is running at the tape drive.

DESCRIPTION OF PROBLEM FIXED FOR APAR MA44275 :
-----------------------------------------------
When the system is IPLed, a stand alone tape drive type that
could be in a library will take over 90 seconds to be
configured. This makes it very likely that auto varyon will
fail.

CORRECTION FOR APAR MA44275 :
-----------------------------
Apply this PTF to reduce the time to configure a stand alone
tape drive by about 1 minute. This improvement will occur if no
tape library hardware resource exists for the controlling
adapter, and the hardware resource information for the tape
drive was stand alone the last time it was configured.
