APAR Error Description / Circumvention

When trying to do a VRYCFG STATUS (*ON) for an IASP, a CPDB8E4
rc8 is posted indicating that the ASP device status change is
not allowed. This only seems to happen when the vary on is done
from the same job that performs BRMS backup acitivity. Creating
this APAR to generate a vlog when this error is posted to
provide additional debug data to support and development.

CORRECTION FOR APAR MA43625 :
-----------------------------
When locks on objects in an IASP are left after the IASP has
gone to a vary-off status, those locks need to be identified so
that a code correction can be made.  This change provides the
function that identifies the locks.
