APAR Error Description / Circumvention

Server application failed to start with errno 3420 (EADDRINUSE,
'Address already in use') when trying to bind to a port for IPv4
because another application had already bound to the port using
an IPv6 address.  NETSTAT OPT3 for IPv4 did not show the port.
However, there was a connection in NETSTAT OPT6, associated with
another application job.

CORRECTION FOR APAR MA42265 :
-----------------------------
The code was updated to allow an IPv4 application to bind to the
open IPv4 port if it is already in use by IPv6.
