Problem conclusion

• If call to JEXIT or EXIT fails for Type 7 custom functions, the
  transaction will reject in the 999 and tack, and the error will
  be reported in the  compliance_check_summary.out file. No type
  tree changes needed, only compliance_check and
  hipaa_data_compliance maps updated.
