Error description

• When passing file (/data/ncpdp_medsub_v3_0_bill_req_sample.dat)
  to the ncpdp_message_validation map, the map fails with "One or
  more inputs was invalid".

Problem summary

• "One or more inputs was invalid" error message running
  ncpdp_message_validation map using medicaid subrogation sample
  files.
  

Problem conclusion

• The NCPDP validation utility was not processing medicaid
  subrogation message and batch files correctly.

  Healthcare Pack NCPDP 10.2.1, 10.2.2
