Troubleshooting
Problem
Attempts to launch IBM Rational Software Modeler results in an error "License key check failed: IBM Rational merge clearcaseversion check does not have a valid license key to run".
Symptom
Launching the application IBM Rational Software Modeler leads to the error:

Cause
UAC (User Account Control) in Windows 7, Windows Vista and Windows 2008 Servers block the application from fetching activation kit or floating licenses.
Environment
Windows 7 , Windows Vista and Windows 2008
Resolving The Problem
Procedure:
- Navigate to Start > All Programs > IBM Rational Software Modeler
- Right click IBM Rational Software Modeler and select Run as Administrator
Now the software will launch without the licensing error.
Note: In case the licensing issue continues, disable the UAC (User Account Control) to resolve the issue.
To disable the UAC (User Account Control):
Windows Vista
1. Navigate to Start > Control Panel > User Accounts and Family Safety-> User Accounts
2. Click Turn User Account Control on or off. If prompted for an administrator password or confirmation, type the password or provide the confirmation
3. Uncheck the Use User Account Control (UAC) to help protect your computer check box, and then click OK
4. Reboot the machine before the changes take effect
Windows 7
1. Navigate to Start > Control Panel > User Accounts
2. Click Turn User Account Control (UAC) on or off
3. Uncheck the Use User Account Control (UAC) to help protect your computer check box, and then click OK
4. Reboot the machine before the changes take effect
Windows 2008
1. Navigate to Start > Control Panel > User Accounts.
2. In the User Accounts tasks window, click on Turn User Account Control on or off.
3. Uncheck the Use User Account Control (UAC) to help protect your computer check box, and then click OK.
4. Click Restart Now to apply the change immediately, or click Restart Later for updating the access level at a later time and close the User Accounts tasks window.
