Error description

• This issue occurs on Windows systems with Rational
  IntegrationTester (RIT) and Rational Integration Tester Agent
  (RIT-Agent) of the following versions:
  
  8.0.1.1
  8.0.1.2
  8.0.1.3
  8.0.1.4
  8.5.0.0
  
  When Library Manager is run by a user who doesn't have
  administrator permissions they are not prompted for
  administrator credentials.  Library Manager appears to run
  successfully but subsequently programs fail to start and produce
  the following error message:
  
  java.lang.RuntimeException: No application id has been found.
   at
  org.eclipse.equinox.internal.app.EclipseAppContainer.startDefaul
  tApp(EclipseAppContainer.java:242)
  

Local fix

• Run the programs as an admin user.

  Use an administrator user to add Read permission to the Users
  group for the following files:
