ERRORS WHEN ENDING MGTC SERVER IF MGTC NOT STARTED

Error Description

ENDTCPSVR throwing errors when ending MGTC server if MGTC      
server already ended                                            

Problem Summary

ENDTCPSVR throwing errors when ending MGTC server if MGTC server
already ended.                                                  

Problem Conclusion

If executing "ENDTCPSVR *MGTC" when MGTC is not running. The    
program handling start/end MGTC server returns RC 1. The RC 1  
means start/end server failed. In this circumstance, the proper
RC should be 2, which means server already started/ended. So    
changed the RC value in this fix.
