Problem Conclusion

This problem occurs when a second job has been using the journal
for commitment control.  The first job (the one attempting to
delete the journal) sends an event to the second job to see
whether the journal is still actively being used in that job, or
whether it is ok for the journal to be deleted.  The first job
then waits for a response from the second job, and then goes on
to either delete the journal or send a message that the journal
cannot be deleted because the second job is still using it.  If
the second job never responds to the event sent by the first
job, the first job will hang.  This can happen if the second job
is handling a System Request or some other operation that
prevents it from handling events.

This fix will limit the amount of time that the first job waits
for a response from the second job to one minute.  If no
response is received in that time, a message will be sent in the
first job to indicate that the journal cannot be deleted because
the second job is still using it.  The second job will be
identified in the message text.
