Error description
The user is receiving a license error when trying to change the language with the Components Scope when using the Rhapsody in Architect edition. The issue is that the option to change the language should not be available to the user since the only edition that allows multi-language support is developer.

Problem conclusion
1) The language field is made "ReadOnly" for any edition, which doesn't allow multilanguage. This change is applied to "Edit Unit" and component Features (Scope tab) dialogs. 2) The Rhapsody behavior is correct in the second scenario.
