• Closed as program error.

Error description

• After modifying a tag value, a local tag is created. Then if you
  manually change the original tag, the local tag is repeatedly
  duplicated.
  
  1) Run API setTag method on the tag in your class
  2) Note the local tag is created at the class
  3) Manually change the class level tag in the rhapsody client.
  4) The local copy tag is duplicated each time for step 3.

Problem conclusion

• Fixed in Rhapsody 8.2 - Fixed by fixing setting of tags on
  implicit class.
