Error description

• When the NM109 (NPI) of billing provider is not present in the
  input file and a REF*G2 is present, then this REF*G2 is not
  coming in the ITX generated 277. ITX is creating a 277 and
  hardcoding XXXXXXXX in place of NM109.

Problem summary

• When the NM109 (NPI) of billing provider is not present in the
  input file  ITX is hardcoding XXXXXXXX in place of NM109 in
  the 277DRA produced.
  

Problem conclusion

• Updated compliance_check and hipaa_data_compliance maps to not
  push XX, XXXXX to NM108/09 to 277DRA if not available from the
  input 837 PACDR claim as these are not required fields as they
  are in 277CA.
