Error description

• Description: The OpenPages settings area has a setting called
  ?Allow Hierarchical Moves? that prevents users from doing large
  hierarchical moves that can impact system performance. This
  setting should also control rename operations too as
  hierarchical renames can be an expensive operation.
  
  Workaround:
  Perform the rename during non-business hour.
  
  Prerequisites:
  
  1.	Create a large entity hierarchy.
  2.	Create child objects associated to that entity hierarchy.
  3.	Log in to OpenPages and verify /Applications/GRCM/Object
  Move/Allow Hierarchical Moves is set false
  
  Steps to Reproduce:
  
  1.	Open a supported browser.
  2.	Go to the OpenPages URL.
  3.	Login with an administrator or power user id.
  4.	Go to the Task Focused UI (TFUI) or Standard UI.
  5.	Go to the large entity created in the prerequisites.
  6.	Rename the large entity.
  7.	While the rename is happening, have other users try to edit
  data within the hierarchy.
  
  Expected Results:
  The user should be prevented from performing a system intensive
  operation.
  
  Actual Results:
  Depending on the size of the hierarchy, number of users in the
  system, time out values, the rename operations can have an
  impact on end user experience. Errors may also be captured in
  the logs.

• We made a change that now also blocks a rename operation with
