LIC-COMM-OTHER Recv Fail ECONNRESET When Connection Shutdown

Error Description

Socket receive APIs fail with ECONNRESET after both sides of a  
connection shutdown.                                            

Problem Summary

Socket receive APIs fail with errno ECONNRESET after both sides
of a connection shutdown.                                      

Problem Conclusion

The code path was updated so that socket receive APIs return    
zero, indicating end of file, when a connection is shutdown    
cleanly.  If a connection is unexpectedly reset by the remote  
side, the receive API will still fail with errno set to        
ECONNRESET.
