which caused significant system performance problems.

Many concurrent identical optimizations compete for resources
which caused significant system performance problems.
Problem Conclusion
The SQE optimizer will recognize when multiple identical
optimizations are required in the same time frame. When this
situation is identified, the optimizer will allow a subset of
optimizations to progress. Once the subset of optimizations
complete, the remaining optimizations attempt to match a plan
from the plan cache prior to continuing with the optimization.
