Problem Summary
When query optimization determines the whole file member (data
space) should be "preloaded", that work is done in parallel.
When the file's "media preference" is SSD, that I/O is much
faster. Thus, the OS could throttle back the parallel degree a
bit to avoid over running the system.
Problem Conclusion
This PTF throttles back the parallel pre-load processing.
