Abstract
OSP-COMM-TCPIP-ACT-RC3448 MSGCPIB683 NETSERVER UNABLE TO START
UNTIL AFTER AN IPV4 INTERFACE HAS STARTED.
Error Description
System i NetServer unable to start until after an IPv4
interface has started.
On systems starting only an IPv6 interface, QSYSOPR message
queue or QHST will contain:
MSGCPIB683 RC=5 - Start of the NetBIOS over TCP/IP failed with
return code 3448.
3448 maps to CPE3448 "The protocol required to support the
specified address family is not available at this time."

Problem Conclusion
NetBIOS is only supported over IPv4 which is why EUNATCH is
returned when starting NetBIOS with only IPv6 interfaces active.
NetBIOS is not supported over IPv6; however, it has been updated
to allow limited start-up to occur if only IPv6 interfaces are
active.
