IT45156: HTTP POST requests submitted to the MQ REST API (mqweb) without Content-Type header "charset=UTF-8" are processed incorrectly

Error description

• When submitting a HTTP POST request to the MQ REST API where the
  data is encoded with UTF-8 bytes then the bytes will be
  incorrectly interpreted as ISO8859-1 when the Content-Type
  header "charset=UTF-8" is omitted.

  PROBLEM DESCRIPTION:
  When submitting a HTTP POST request to the MQ REST API where the
  data is encoded with UTF-8 bytes then the bytes will be
  incorrectly interpreted as ISO8859-1 when the Content-Type
  header "charset=UTF-8" is omitted.
  

Problem conclusion

• The MQ REST API will now correctly assume that HTTP POST
  requests contain UTF-8 encoded data even when the Content-Type
  header is not set as such.
