IT45141: Upgrade MQ Samples to use .NET6 in IBM MQ 9.2 LTS

Error description

• The IBM MQ .NET samples in the IBM MQ 9.2 long term support
  release have previously been built and shipped using .NET core
  3.1.
  
  As this .NET SDK is no longer in support by Microsoft, the
  samples and build process have been updated to build against
  .NET 6.

Problem conclusion

• The samples supplied with MQ 9.2.0.25 and later maintenance are
  compiled against .NET 6. The samples are backwards-compatible
  with the .NET 3.1 runtime.
  
  Users of the .NET 3.1 runtime should modify the csproj file and
  the project.assets json file to set the targetframeworkversion
  to "net6.0",  in order to run the applications without
  recompilation.
