IT43044: MQ Appliance userrestore command fails with AMQ6650E when restoring a backup file that contains a group with many users

Error description

• When attempting to run the IBM MQ Appliance userrestore command
  with a user back up file that contains a group with many users,
  the command fails with AMQ6650E:
  
  mqa(mqcli)# userrestore -f mqbackup://userbackup_file
  AMQ6650E: The userrestore command failed. Error identifier (
  '405' ,  '1' )

Problem summary

  USERS AFFECTED:
  MQ appliance users running userrestore command to restore
  messaging users and groups from back up file when the backup
  file contains large number of users in a group.
  
  
  Platforms affected:
  MultiPlatform

  PROBLEM DESCRIPTION:
  A logical error in userrestore command caused the command to not
  properly restore the users
  when the backup had a group with a large number of users.
  

Problem conclusion

• MQ appliance code has been modified to make sure the userrestore
  command restores the users as expected.
