IT37352: MQ cluster queue manager fails to start when configured to use acluster workload exit

APAR status

• Closed as program error.

Error description

• After upgrading to MQ version 9.2 cluster QMGR configured
  to use cluster workload exits (CLWLEXIT) fail to start. The QMGR
  remains
  in starting status or end immediately.  This issue was
  introduced after version 9.1.
  

Local fix

• As a temporary solution removing CLWLEXIT entry from the queue
  manager and making it blank can help stating up the queue
  manager normally.

  PROBLEM DESCRIPTION:
  A race condition during IBM MQ 9.2 queue manager startup could
  cause a deadlock while loading a cluster workload exit
  

Problem conclusion

• The queue manager startup logic has been modified to prevent
  this potential deadlock.
