IT34686: A failure to downgrade the appliance firmware to an earlier level reports AMQ6546E instead of a meaningful error

Error description

• When attempting to downgrade the MQ appliance firmware from
  9.2.0.0 or 9.2.0.1 to a 9.1 firmware level, if an error is
  encountered during the downgrade - for example, if HA services
  cannot be suspended - the following error is reported:
  
  AMQ6546E: An internal IBM MQ Appliance error has occurred.
  % Unable to prepare the MQ Appliance for downgrade.
  
  A meaningful error message is expected instead of the AMQ6546E
  message.

  PROBLEM DESCRIPTION:
  If an error occurred while processing a firmwar downgrade, a
  logic error meant that a specific error message based on the
  internal error code was not correctly reported to the user, and
  a generic AMQ6546E message was written to the console instead.
  

Problem conclusion

• The MQ Appliance firmware downgrade logic has been corrected to
  display a specific message based on the internal error code, if
  one exits, should the downgrade procedure fail.
