Error description

• MQTT server fails to publish a 'last will and testament' (LWT)
  message to subscribers when client loses connectivity.
  
  The following errors may be observed in mqxr.log:
  
  AMQXR0021W: Client ''XYZ'' at network address ''/1.2.3.4''
  disconnected abnormally
  
  Messages would be stored in SYSTEM.MQTT.PERSISTENT.STATE queue
  and processed when the connection is restored.

  This issue affects users specifying last will and testament
  messages while connecting MQTT clients to queue managers.

  PROBLEM DESCRIPTION:
  A last will and testament message specified when connecting a
  MQTT client to a queue manager was not sent to the specified
  topic if that client's connection was unexpectedly broken. The
  message remained on the SYSTEM.MQTT.PERSISTENT.STATE queue.
  

Problem conclusion

• Any last will and testament message specified when a MQTT client
  connects is now sent to the specified topic if that client's
  connection breaks unexpectedly.
