Error description
On Ubuntu 16,  SLES 12 and RHEL 7 running on Linux390 (IBM z Systems), the DB2 installer will not start unless you have libibmc++.so.1. On this same platform, after installing, the db2 executables are unusable unless you have libibmc++.so.1.  The 32 and 64 bit versions of this library should be added to the install image, and should be accessible after DB2 has been installed.
Local fix
From http://www-01.ibm.com/support/docview.wss?uid=swg24041489#DNLD download the XL C/C++ Runtime and install it. You may need to create a link into /usr/lib and /usr/lib64 directories.
