• Closed as program error.

Error description

• The ROUND function is not returning the correct results for
  INTEGER and BIGINT values when minimum values for each data type
  are used.
  
  For example, running "ROUND(INTEGER(-2147483648),-2)" returns a
  value of 0, but should return a value of -2147483600. Running
  "ROUND(BIGINT(-9223372036854775808),-2)" also returns a value of
  0, but should return a value of -9223372036854775800.
