Explanation

Although a CALLLIBS concatenation was required for command processing, SMP/E did not try to dynamically allocate it because a previous allocation attempt for the concatenation failed. During processing, SMP/E keeps track of all dynamic allocation attempts from one SET command to the next. When an allocation fails, SMP/E does not try that allocation again. The next SET command, however, resets the allocation history and lets SMP/E try the allocation again.
